Fix CSI drivers issues on Azure (#9153) 

* Include missing azuredisk rbac manifest

* Remove missing azure csi manifest

* Remove invalid reference mount to waagent settings

* Use cloud-config secret instead of /etc/kubernetes/cloud_config file
