* CI: reduce VM resources requests to improve scheduling

* CI: Reduce default jobs; add labels(ci-full/extended) to run more test

* CI: use jobs dependencies instead of stages

* precommit one-job

* CI: Use Kubevirt VM to run Molecule and Vagrant jobs
